Wind farm proposal - Call for Views | Speech to text
We are seeking public feedback on the recently announced Wind Farm proposal in Arlen Hill. The Wind Farm is currently proposed to be located approximately 5 to 10 nautical miles off the coast of Arlen and would see the installation of 85 wind turbines, which would produce enough energy to power hundreds of thousands of homes annually. The feedback of residents is important to us and will be considered as part of the examination and planning process.

You said:
You didn’t want the link road through Hollowgate, you wanted to see more parking and you wanted better links to the river.
We listened:
We reconfigured the signals on Woodhead Road, amended the stop line, widened footways and installed signal timing software to better manage the junction; improving traffic flow. We upgraded the pedestrian facilities on Victoria Street and Towngate; this will better control the flow of traffic. We have created a pedestrian / cycle link between Hollowgate and Huddersfield Road widened footways on Victoria Street.
Provided additional car parking on the market hall site, which will include electricity points for Pop-Up markets / festivals and created a new car park off Woodhead Road near “Bloc” specifically for electric cars and bikes.
Rail Vision
You said: More emphasis on smaller settlements and less obvious public transport journeys. Larger focus on communities having poor existing services. More clarity on network gaps.
We listened:
We undertook further works on Network Gaps and identified several potential routes which could merit further examination when development funding is available. This includes the route between Menston and Otley, Crigglestone Chord, Spen Valley route, line between Penistone and Deepcar and introducing regular passenger shuttle on the existing heritage line from Keighley to Oxenhope.
We have also confirmed our support for the reinstatement of the Skipton – Colne rail line as part of the Rail Strategy.
Local transport plan
You said: Concerns about affordability and deliverability of Mass Transit, and whether benefits will reach areas not directly served by the system.
We listened:
This will support delivering mass transit within budget and timescales. The Strategic Outline Case (SOC) for the First Phase of Mass Transit will be submitted at the end of Summer 2026. Following approval, there will be a further public consultation on the proposed Phase One routes.
The Combined Authority is also working on a Spatial Development Framework and Growth Prospectus to set out how the network will underpin economic growth and growing opportunity for all West Yorkshire residents.
